Human beings

Two activists have been arrested for the unspeakable crime of humanizing the collateral damage. They’re part of Baghdad Snapshot Action, which has been postering New York City with photographs of Iraquis.

Hate to admit it but I didn't see the page on their arrest till you pointed it out. That they were bothered by the police, let alone arrested, is disgusting.

They probably were breaking some law regarding who could post bills where, obviously an inconsistently enforced law.

Did the cops choose to enforce it in this instance because of the content? (Or, a small variant, had they been instructed to look for anyone putting up those fliers in particular?)

Well, that I don't know.

Given the way a lot of the NYPD still feels after the World Trade Center tragedy, I wouldn't be surprised if they'd take an extra interest in anyone putting up pictures of Middle Eastern - looking people.
